  • Flexible Learning Strategy

    A comprehensive action plan to facilitate the implementation of flexible learning within TAFE Colleges has recently been released by the Western Australian Department of Training. The Department, WestOne and TAFE Colleges jointly developed the Flexible Learning Strategy, which sets out a wide range of current and planned initiatives to be undertaken over the period to December 2002.

The Strategy embraces the opportunity to improve the delivery of vocational education and training through the innovative use of information and communication technologies. However, it does not focus exclusively on online learning or technology-related issues. A broad definition of flexible learning has been adopted and the Strategy includes initiatives designed to free up the system to enable many flexible delivery options.

While increasing the flexibility of training delivery has been a major policy objective of the VET sector for some time now, it is not an end in itself. The ultimate objective is to make VET more responsive to client needs. Flexible delivery is an important mechanism by which a more client-centred service can be achieved.

This report presents a detailed analysis of the needs and preferences of students for various delivery strategies using data collected through the 2001 Student Satisfaction Survey. It is one of the first examples of empirical research into client needs which seeks to guide the State's development of, and investment in, flexible learning options.
