A National Initiative
User Choice aims to increase the relevance and responsiveness of the training system by giving employers and their apprentices/trainees (the clients) a greater say in where, when and how their training is delivered.
User Choice is a national policy and regulates funding to Registered Training Organisations (RTOs). It works in conjunction with the Australian Apprenticeship System, whereby apprentices and trainees enter legally binding Training Contracts (in some States known as "Training Agreements" or "Contracts of Training") with their employers.
Clients negotiate with an RTO of their choice to deliver training to achieve a nationally recognised qualification. The training may be delivered at the premises of the RTO, at the workplace, by various forms of distance education, or by a combination of any of the delivery pathways.
In summary, User Choice allows the client to choose the RTO that will provide quality accredited training to meet their specific needs.

User Choice across Australia
User Choice is managed by each State and Territory to balance client choice of registered training organisations with the need to ensure a high quality, viable training market within the level of public funding available.
Each State and Territory determines which apprenticeships and traineeships will be publicly funded and whether they will be open to User Choice arrangements or just available through the public training system (the TAFEWA system).
The amount of funds contracted RTOs receive for providing training to each apprentice and trainee may also vary from State to State. Importantly, employers have the option to choose an RTO that is not contracted under User Choice arrangements. However, this training option would be on a fee-for-service basis.
Employers and apprentices/trainees may also be eligible for government assistance in meeting the costs of the apprenticeship or traineeship, such as employer incentives, travel and accommodation allowances.
