How User Choice Works for You
Under User Choice, employers and their apprentices or trainees are able to select a Registered Training Organisation (RTO) of their choice and negotiate specific aspects of the training with the RTO. Aspects of training open for negotiation include:
- selection, content and sequencing of units of competence;
- timing, location and mode of delivery;
- trainer/facilitator;
- who conducts the assessment; and
- how the training is evaluated.
A Training Program Outline (TPO) detailing the key aspects of training and assessment will be negotiated with the RTO. The TPO will be signed by all parties (employer, apprentice/trainee and RTO) to signify their agreement to the training arrangements and related obligations.

What are the obligations of an Employer?
The WA Apprenticentre has complete details about an employer's specific obligations to training. In general you are obliged to provide a supportive work environment and provide time off during working hours for training as defined in the Training Program Outline (TPO).

Funding Incentives for Employers
Employers of apprentices and trainees are eligible for a range incentives and subsidies. These incentives are administered by the Commonwealth Government's Department of Education, Employment and Workplace Relations (DEEWR). Australian Apprenticeships Centres (AAC)
Australian Apprenticeships Centres (formerly New Apprenticeships Centres) are contracted by the Australian Government to provide information and assistance for employers seeking to hire apprentices or trainees and to those who wish to become an apprentice or a trainee. Note that the Commonwealth Government refers to apprentices and trainees as "Australian Apprentices"

Choosing the right training and RTO
It's all about what's best for your business and your apprentice/trainee. Employers should be clear about the training needs for their business.
Once an apprentice or trainee has been recruited by an employer, an Australian Apprenticeship Centre (AAC) will provide assistance with the necessary paperwork to sign the apprentice or trainee up, and help select an RTO.

Training the Trainer
Free training in skills from the Certificate IV Training and Assessment is now available to employers and supervisors of apprentices and trainees across all industry areas.

Fees and Charges
Fees and charges are payable to the RTO for all qualifications funded under User Choice. The RTO must charge fees in accordance with the Fees and Charges Policy.

Payroll Tax Exemption
Employers are exempt from Payroll Tax in respect to all apprentices and trainees. For further information contact the Department of State Revenue on 9262 1300.
