What is an Australian Apprenticeship Centre?
Australian Apprenticeship Centres (AACs) are contracted by the Commonwealth Government to provide information and advice to employers, apprentices and trainees. For example, they can:
- Provide general information on apprenticeships and traineeships
- Provide information on registered training organisations (RTOs)
- Help complete and lodge the Training Contract
- Help lodge claims for Commonwealth Incentives

Is User Choice funding available for all apprenticeships and traineeships?
User Choice funding is not available for all established traineeships and apprenticeships in WA. There are a variety of reasons why some qualifications are not available for public funding, such as the qualification has been deemed a thin market and is available only to the public RTOs (TAFEs) to deliver, or the qualification is too enterprise specific (that is, the end qualification is not portable to other employers and across other industries).

What RTOs are available to deliver User Choice funded training?
To deliver apprenticeship/traineeship training in WA, RTOs must be registered through the Training Accreditation Council (TAC) to deliver the particular qualification. To receive State government funding private RTOs must be contracted through the Training Markets Branch.

What User Choice services are Registered Training Organisations required to provide?
RTOs are required to negotiate with the employer and the apprentice/trainee about the structure and content of the training, mode of delivery, assessment methods relating to the qualification being delivered. This can be tailored to suit the needs of the employer. The RTO needs to conduct a skills assessment to identify competencies already held and those yet to be attained.
Once the Training Plan has been completed and forwarded to the Apprenticentre, the RTO delivers, or arranges delivery of the structured training, which may be at the RTO, the workplace or a combination of both. Just as important, the RTO provides support and assistance to the apprentice/trainee and employer
The RTO updates the Training Record Book regularly and undertakes or validates all assessments in accordance with the TPO. Once the employer has signed off all assessments, the RTO issues the certificate.

What if the training required is only available interstate?
The Western Australian government has made a commitment to the future investment of fully qualified apprentices. If there is a qualification that is not or cannot be delivered in WA, the Department of Education and Training will fund training delivered interstate for apprentices from Western Australia. This does not apply to trainees.

Can an employer and apprentice/trainee switch to another Registered Training Organisation?
An apprentice or trainee can switch RTOs, with the approval of the Department.

How can RTOs apply to deliver training under User Choice?
To deliver apprenticeship and/or traineeship training in Western Australia and receive User Choice funding, RTOs must be registered to deliver the particular qualification with the Training Accreditation Council (TAC). That is, the qualification must be part of their current scope of registration.
Advertisements are placed in local and national newspapers and this website will also highlight when the process is open. RTOs will be able to access application packages from this website and also by calling the User Choice Branch 08 9264 4172.

Can I put in a late User Choice Application?
Late applications can be made throughout the year by contacting the Training Markets Branch on 08 9264 4172. There is no guarantee that a late application will be approved.
